If you've followed Skyrim at all, you've heard Todd Howard state that not all the bugs in the game will be fixed. The amusing ones will remain in as "game experience" to make things interesting.
This one unfortunately is slated for removal, despite protests from gamers and vows from said gamers to reintroduce it on pc via a mod later.
